I noticed that the dashboard is missing the plugins button so the obvious conclusion is that you cannot but I just want to make sure since I’m a noob at using both the self-hosted and the free versions of WP. thanks…

Thanks. It worked just fine. I, myself, was going to track the line causing the error and insert the php function:

ini_set(“memory_limit”,”64M”);

Never knew there’s such WP constant – WP_MEMORY_LIMIT. Very useful, you never know when it happen to deal with big stuff.
